PUBLIC ANNOUNCEMENT
SOLICITATION OF FUEL VENDORS
Bell-Whitley Community Action Agency, Inc. announces that Coal, Wood, Propane, Fuel Oil, and Kerosene Vendors are being solicited to provide home heating fuel in the SUBSIDY and CRISIS Components of the 2025-2026 Low Income Home Energy Assistance Program in Bell and Whitley Counties. The Fall Subsidy Component will begin on November 3rd, 2025, and end on December 12th, 2025. The Winter Crisis Component will begin on January 6th, 2026, and end on March 27th, 2026, or until funds are expended.
Interested Vendors may pick up a Vendor Packet at the Bell-Whitley Office at 129 Pine Street, Pineville, KY, or 215 N. 4th Street, Williamsburg, KY. Clients will select vendors from an Approved Vendor List.
The Bell-Whitley Office must receive all vendor information and fuel quotes no later than 4:30 p.m., Friday, October 17th, 2025.
Minority and disadvantaged business owners are encouraged to apply.

AN ORDINANCE ESTABLISHING THE PROPERTY TAX RATE FOR THE YEAR 2025
No. 25-004
Be it ordained by the City Council of the City of Williamsburg, Kentucky, the 2025 tax rate for Real Property shall be 28.70 cents per $100 dollar valuation. Personal Property including automobiles shall be 28.70 cents per $100 dollar valuation.
Any city property taxes unpaid as of January 1, 2026 shall be assessed a penalty of Ten (10) percent, as well as interest at the rate of six (6) percent until paid.

ORDINANCE NO. 2025-8
AN ORDINANCE FIXING THE TAX RATE LEVYING A TAX UPON ALL TAXABLE PROPERTY WITHIN THE CITY OF CORBIN, KENTUCKY, PROVIDING METHODS OF COLLECTION, AND PENALTY FOR NON-PAYMENT BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF CORBIN, KENTUCKY AS FOLLOWS:
SECTION 1: That an Ad Valorem Tax of Twenty-Seven and Eight Tenth Cents (27.8) be and the same is now hereby levied on each One Hundred dollars ($100.00) worth of taxable property, real and mixed, of every kind and description for the year 2025. And that an Ad Valorem Tax of Thirty-Two and Eighty-Three Hundred Cents (32.83) be and the same is now hereby levied on each One Hundred Dollars ($100.00) worth of personal property, tangible and intangible, and the taxable situs of which was in the City of Corbin, Kentucky for municipal purposes in cities of Home Rule class for the year 2025. And that an Ad Valorem Tax of Twenty-Four and Twenty-Three Hundred Cents (.2423) be and the same is now hereby levied on each One Hundred Dollars ($100.00) worth of taxable value of motor vehicles for the year 2026.
SECTION 2: Each of the levies is hereby made for the following separate and distinct uses to wit:
- REAL PROPERTY
- That 20.57 cents out of every Twenty-Seven and Eight Tenth Cents (27.8) of the aforesaid tax for city purposes is hereby levied to provide a Current Expense Fund for the City of Corbin to pay the general expenses of the City and the improvements of its property.
- That 5.56 cents out of every Twenty-Seven and Eight Tenth Cents (27.8) of the aforesaid tax for city purposes is hereby levied for the benefit of the Police and Firemen Pension Fund.
- That 1.67 cents out of Twenty-Seven and Eight Tenth Cents (27.8) of the aforesaid tax for city purposes is hereby levied for the benefit of the Library Fund.
- PERSONAL PROPERTY
- That 24.29 cents out of every Thirty-Two and Eighty-Three Hundred Cents (32.83) of the aforesaid tax for city purposes is hereby levied to provide a Current Expense Fund for the City of Corbin to pay the general expenses of the City and the improvements of its property.
- That 6.57 cents out of Thirty-Two and Eighty-Three Hundred Cents (32.83) of the aforesaid tax for city purposes is hereby levied for the benefit of the Police and Firemen Pension Fund.
- That 1.97 cents out of every Thirty-Two and Eighty-Three Hundred Cents (32.83) of the aforesaid tax for city purposes is hereby levied for the benefit of the Library Fund.
- MOTOR VEHICLES
- That 17.93 cents out of every Twenty-Four and Twenty-Three Hundred Cents (24.23) of the aforesaid tax is hereby levied for the Current Expense Fund.
- That 4.85 cents out of every Twenty-Four and Twenty-Three Hundred Cents (24.23) of the aforesaid tax is hereby levied for the benefit of the Police and Firemen Pension Fund.
- That 1.45 cents out of every Twenty-Four and Twenty-Three Hundred Cents (24.23) of the aforesaid tax is hereby levied for the benefit of the Library Fund.
SECTION 3: That real and tangible taxes levied hereunder become payable on October 15th, 2025, and will be given a 2% discount through November 30th, 2025, that the face value will be due on December 31st, 2025, and that taxes not paid by January 1st, 2026, shall be deemed delinquent. There shall be added to each delinquent tax bill a penalty equal to 10% (ten percent) of the tax due, and that delinquent tax bills not paid by February 1st, 2026, will accrue interest equal to .5% (half of a percent) of the tax due per month that the bill is delinquent.
SECTION 4: Each and every aforesaid levy is hereby designated a separate and distinct levy and the taxes collected thereunder shall be used for no other purposes than the designated and in the event any one or more of said levies is held to be unauthorized by law, it shall in no wise effect the other tax levies as provided in this ordinance.
SECTION 5: All ordinances or parts of ordinance in conflict herewith are hereby repealed.
SECTION 6: This ordinance becomes effective immediately upon passage and publication as required by law.

NOTICE OF BLASTING SCHEDULE

Ferroglobe USA Mining LLC, 332 W. Cumberland Parkway, Corbin, KY 40701, phone number (606)523-9760, gives notice that blasting operations will be conducted on its coal mine permit number 918-0511, covering 98.58 acres. Latitude: 36° 43’ 56”, Longitude: 84° 07’ 03”
The proposed operation is located approximately 1.5 miles west of the intersection of KY Hwy 92 and KY Hwy 904E and is approximately 4.9 miles east of the city of Williamsburg and located 0.15 miles north of the confluence of Bradford Branch and the Cumberland River.
Blasting operations are projected to commence September 2025. Blasting will be conducted between sunrise and sunset except in emergency situations. Emergency situations include, but are not limited to, lightning, the imminent threat of lightning, or other circumstances that require unscheduled detonation for the safety of the public or miners.
Any major alterations to the blasting schedule will be published. Unscheduled blasting may occur in emergency situations when rain, lightning or other atmospheric conditions or operator or public safety requires unscheduled detonation. The nearby residents will be notified of the unscheduled blast by using audible signals and the blast shall then proceed as a regular blast. Entry to the blasting area will be regulated by signs or barriers. An authorized company representative will prohibit access to the blasting area by unauthorized persons at least five (5) minutes before each detonation and until the all clear signal is sounded. Warning signals will be made by using a siren in the following manner:
The pre-blast warning signal will be a one (1) minute series of long blasts five (5) minutes prior to the blast signal. The blast signal will be a series of short blasts one (1) minute prior to the detonation. The all clear signal will be a prolonged blast following the inspection of the blast area.
