A Corbin woman is facing one count of 1st degree cruelty to animals, which is a Class D Felony, after police responded to a call about a dog that was tied up and believed to be deceased.
Jessica Lynn Lowe, 22, of Fifth Street Road in Corbin, was arrested Halloween just before 11 p.m., after officers discovered a deceased dog in the back yard of Lowe’s residence.
Corbin Police Department K-9 Officer Coy Wilson responded to the call and said once he arrived on the scene, he witnessed one of the worst scenes of this type since he had been involved in law enforcement.
“We received a call from someone stating that there was a dog tied up in this particular yard and they thought it was dead and they wanted us to check it out,” Wilson said. “Upon arrival, we found a dog that appeared to be a Boxer that was dead.
“It was a pretty bad scene to witness,” Wilson said. “It was actually the worst I have scene of this kind.”
In addition to the Boxer, Wilson said there was another dog on the premises that was also in poor condition.
“The other dog was in pretty bad shape as well,” Wilson said. “Wayne Wilson, with Animal Control took the other dog that evening.”
As for the other dog, Wayne Wilson said Tuesday that the young lab he estimated to be around four months old was already on the road to recovery.
“I brought it on home because the shelter was closed until Wednesday, ” Wayne Wilson said. “I started it off a little slow as far as feeding it, but it has already become more active and is a really friendly pup.
“I will take it the shelter on Wednesday and hopefully something good will happen with it,” he added.
Wayne Wilson also wanted to remind people that with the economy in the shape its in, it’s understandable if you can no longer care for a pet for financial reasons, but said there are alternatives.
“It doesn’t cost a thing to surrender an animal to the shelter,” he said. “You take that responsibility and if you can’t fulfill it, turn it over.”
Lowe was arrested and lodged in the Whitley County Detention Center where she is being held on $10,00 cash bond. If convicted, Lowe could be sentenced to up to five years in prison.
