The 2023 Whitley County Sheriff Tax Account Audit Report has been released. A copy of the complete audit report is on file and available for public inspection during normal business hours, Monday through Friday from 8:00 am to 4:30 pm. If any citizen wishes to obtain a complete copy including financial statement information for their personal use, copies will be made available upon request. Copies will be charged at the rate of 25 cents per page. Copies of the financial statement prepared in accordance with KRS 424.220 are available to the public at no cost from The Whitley County Sheriff’s Department.

 

SECTION 00020 – INVITATION TO BID

The Corbin Center Addition

Corbin, Whitley County, Kentucky

Separate sealed bids for the construction of the Corbin Center Addition, will be received on behalf of the City of Corbin by Bruce Carpenter, at the Corbin Center, 222 Corbin Center Dr., Corbin, KY 40701 until 2:00 p.m. EST (local time) on Tuesday, June 3, 2025, and then at said location publicly opened and read aloud.

The CONTRACT DOCUMENTS may be reviewed at the following locations: MSE Web Site: mselex.com under Bid Opportunities.

All Contract Documents and Addenda will be posted on our web page, mselex.com under Bid Opportunities and will be distributed via email to all plan holders from Lynn Imaging.

Copies of the Contract Documents may be obtained at the office of Lynn Imaging, 328 E. Vine St., Lexington, KY 40507, (859) 226-5850 upon receipt of a check made payable to Lynn Imaging in the amount of $250.00 (non-refundable). All orders must be prepaid. There will be a 24-hour turn-around on all orders.

A certified check or bank draft, payable to the City of Corbin, government bonds, or a satisfactory bid bond executed by the bidder and acceptable sureties in an amount equal to five percent of the bid shall be submitted with bid. The successful bidder will be required to furnish and pay for the following: 1) 5% Bid Bond; and 2) A performance and payment bond for 100% of the contract price.

The Owner may consider informal any bid not prepared and submitted in accordance with the provisions of this advertisement and/or the specifications and may waive any informalities or reject any and all Bids. Any proposal received after the time and date specified shall not be considered and will be returned unopened to the proposer. The owner reserves the right to waive any informalities or to reject any or all bids.

Sealed bid should be labeled “Corbin Center Addition Project”.

Federal Wage Rates do not apply to this project.

No Bidder may withdraw the Bid for a period of sixty (60) days after the actual date of the opening thereof.

Award will be made to the lowest, responsive, responsible bidder. Bidding is for the sole benefit of the City of Corbin. The City of Corbin is an Equal Employment Opportunity Employer.

AMENDED MOTION AND ORDER FOR SERVICE BY PUBLICATION

Comes now the Petitioner, by and through counsel, and moves this Honorable Court for an order for service by publication, and for cause would show, the whereabouts of the Respondent Ronnie Jones is unknown and cannot be ascertained by diligent search, as evidenced by the affidavit attached hereto, and therefore personal service cannot be served upon Ronnie Jones.

It appearing to the Court from the sworn affidavit that after due diligence the ordinary process of law cannot be served upon Ronnie Jones.  It is therefore, ORDERED that the Respondent be served by publication of the following Notice for four (4) consecutive weeks in The News Journal, a newspaper published in Whitley County, KY.

It is further ORDERED that if the Respondent Ronnie Jones does not enter an appearance or otherwise Answer the Petition, further personal service or service by further publication shall be dispensed with and service of any future notices, motions, orders or other legal documents in this matter may be made upon the Respondent by filing same with the Monroe County Juvenile Court Clerk.

Pursuant to T.C.A. § 37-1-121 and § 37-1-123, you are hereby summoned to appear on the 29th day of May, 2025, at 9:00 a.m., and defend the above-entitled action in Juvenile Court of Monroe County, Tennessee, and answer the Petition filed by the State of Tennessee, Department of Children’s Services, and to serve your answer upon the Petitioner.  In case of your failure to do so, judgment will be rendered against you according to the demand of the Petition, which has been filed with the Clerk of the Monroe County Juvenile Court located at the Juvenile Court of Monroe County located at 4500 New Hwy 68 Ste #4 Madisonville, Tennessee 37354.  Since your whereabouts are unknown and the ordinary process of law cannot be served upon you, a copy of this summons shall be published in The News Journal newspaper for four (4) consecutive weeks.

NOTICE OF INTENTION TO MINE

Pursuant to Application Number 918-0517

In accordance with KRS 350.055, notice is hereby given that Torchlight Energy, Inc 102 Fox Lane, Clinton, TN 37716 has applied for a permit for a surface coal mining and reclamation operation located 1.00 miles West of Rockholds in Whitley County. The proposed operation will add 29.80 acres of surface disturbance and will underlie an additional 30.00 acres making a total surface area of 59.80 acres within the permit boundary.

The proposed operation is approximately 0.53 miles west from KY 26’s junction with Kidd Road and located 0.10 miles north of a tributary of Idiot Branch.

The proposed operation is located on the Wofford U.S.G.S. 7 ½-minute quadrangle map. The surface and underground area to be disturbed is owned by Ralph Stanely. The operation will use the Highwall/Auger miner methods of surface mining.

This is the final advertisement of this application; all comments, objections, or requests for a permit conference must be received within thirty (30) days of today’s date. The application has been filed for public inspection at the Division of Mining Reclamation and Enforcement Middlesboro Regional Office, 1804 E. Cumberland Ave, Middlesboro, KY 40965.  Written comments, objections, or requests for a permit conference must be filed with the Director, Division of Permits, 300 Sower Blvd., Frankfort, Kentucky 40601.
