Lawsuit alleges Ky. Department of Corrections policies were partly to blame for inmate’s death

A federal court lawsuit regarding the death of an inmate at the Whitley County Detention Center last fall is blaming not only the detention center and its medical care staff for the death but also the Kentucky Department of Corrections (DOC) and some of its various policies that are allegedly at least partially responsible for overcrowding at many local jails and the reimbursement rate that county jails receive for inmate medical care.
