W’burg council authorizes needle exchange program

Williamsburg Mayor Roddy Harrison, who serves on the Whitley County Health Department Board of Directors, admits that when the topic of establishing a needle exchange program first came up, he was a staunch opponent of the measure, feeling that it rewarded drug users.
