Kathy was born on December 12, 1960 to the late Newman Fox and Pearl (Holt) Fox in Jellico. Her paternal grandparents were the late Henry Fox and Molly (Fuson) Fox. Her maternal grandparents were the late Lee Holt and Millie (Delk) Holt. Kathy was a member of the Newcomb Church of God.
