Court of Appeals says Laurel judge ruled in error in annexation case

Laurel Circuit Court Judge Gregory Lay shouldn’t have granted a motion for summary judgment last year when he concluded that the City of Corbin lacked legal standing to bring a lawsuit against the City of London over its attempts to annex property in southern Laurel County, according to a Kentucky Court of Appeals ruling that was issued on May 5.
