Whitley County Grand Jury indicts London man for criminal abuse of a child

The Whitley County Grand Jury indicted a London man on criminal abuse of a child and endangering the welfare of a minor charges, and a Corbin man for failure to comply with sex offender registration while issuing its monthly report Monday.

The grand jury indicted James Dinkins, 57, of London, on two counts of second-degree criminal abuse (child 12 or under), first-degree possession of a controlled substance (methamphetamine), drug paraphernalia, and two counts of endangering the welfare of a minor.

On July 19, 2025, Dinkins allegedly wantonly abused two children under the age of 12 years old by placing both of them in a situation that may cause physical injury while at the Laurel Lake spillway beach and failed to exercise reasonable diligence in the control the two minor children to prevent the minor children from becoming neglected, dependent or delinquent, according to his indictment.

In a separate case, the grand jury indicted Jason William Taylor, 42, of Corbin, on charges of first-degree possession of a controlled substance (methamphetamine), failure to comply with sex offender registration, third-degree fleeing or evading police (on foot) and resisting arrest.

Taylor has been incarcerated in the Whitley County Detention Center since his Nov. 17, 2025, arrest, according to the detention center’s website Tuesday afternoon.

The Kentucky Sex Offender Registry lists one Jason William Taylor in Whitley County, who has the same first, middle and last name and date of birth as the Jason William Taylor, who was indicted Tuesday. He has a 20-year registration type, is on supervised release, and is currently incarcerated in the Whitley County Detention Center.

His crime requiring registration was a third-degree rape conviction in Whitley County. The age of the victim was 13 years old, according to the Kentucky Sex Offender Registry.

In addition, the grand jury indicted James Setser, 41, of London, on charges of intimidating a participant in the legal process and violation of a Kentucky E.P.O./D.V.O. On June 9, 2023, and Dec. 4, 2025, Setser allegedly used harassing communications, physical force or a threat directed to a person believed to be a participant in the legal process, and intentionally violated the provisions of an order of protection after being served or given notice of the order, according to his indictment.

He was also indicted on a first-degree persistent felony offender charge with a total of seven prior felony convictions. He has felony convictions in Whitley County in connection with a 2023 case, two 2019 cases and two 2014 cases. He has two prior felony convictions in Knox County in connection with 2006 and 2004 cases, according to his indictment.

According to its monthly report and indictments, the Whitley County Grand Jury issued the following other indictments Tuesday, including:

  • Stephen D. Smith, 54, of Corbin – impersonating a peace officer (pretending to be a peace officer with intent to induce another to submit to the pretended official authority).
  • Jessica L. Moore, 39, of Williamsburg – first-degree third-offense or more possession of a controlled substance (methamphetamine), tampering with physical evidence (pouring contraband in the toilet), second-offense operating a motor vehicle under the influence of a controlled substance, three counts of first-degree promoting contraband (knowingly and unlawfully introducing Clonazepam, methamphetamine and Suboxone into the Whitley County Detention Center), and first-degree persistent felony offender. She has a prior felony conviction in connection with a 2017 Floyd County case, and prior felony convictions in connection with 2022 and 2023 Whitley County cases.
  • Rolland Atkins, 29, of Corbin – theft value at least $10,000 but less than $1 million ($11,100 taken from a gun safe).
  • Troy R. Smith, 63, of Rockholds – two counts of first-degree second-offense or more trafficking in a controlled substance (methamphetamine on May 30, 2024, and June 10, 2024) and sell/transfer of controlled substance.
  • Jerrica Fields, 47, of Williamsburg – first-degree trafficking in a controlled substance (methamphetamine on May 7, 2024) and first-degree persistent felony offender. She has prior felony convictions in Whitley County in connection with two 2022 felony cases and one 2017 felony case.
  • Jerrica Fields, 47, of Williamsburg – first-degree trafficking in a controlled substance (methamphetamine on May 16, 2024) and first-degree persistent felony offender.
  • Jesse Benton, 36, of Lynch – enhanced first-degree possession of a controlled substance (possession of methamphetamine along with possession of a .380 caliber handgun).
  • Linda Garren, 45, of Williamsburg – two counts of first-degree possession of a controlled substance (drug unspecified).
  • Aaron Perkins, 32, of Williamsburg – first-degree possession of a controlled substance (methamphetamine).
