Please contact Rhonda Moore, Mac Walden or Lisa Wine at the Corbin Board of Education at 606-528-1303 to obtain the bid specification. Bid specifications are available at the Corbin Board of Education, 108 Roy Kidd Avenue, Corbin, Kentucky 40701 or at the Central Office Annex, 311 Barbourville St, Corbin, Kentucky 40701 during regular office hours from 8:00 a.m. until 4:00 p.m. Monday through Friday. Bid deadline is 2:00 p.m., Tuesday, February 1, 2022. Bids will be opened at 2:00 p.m., February 1, 2022.  Bids received after the scheduled closing time will be returned unopened to the bidder.  The Corbin Board of Education reserves the right to reject any or all bids or proposals, and to waive informalities.

 

 

ORDINANCE NO. 2021-13

AN ORDINANCE OF THE CITY OF CORBIN, KENTUCKY, AMENDING ORDINANCE NO. 6-83 TO CHANGE THE CRITERIA, STANDARDS, AND PROCEDURES FOR HIRING POLICE DEPARTMENT AND FIRE DEPARTMENT MEMBERS IN THE CITY OF CORBIN, KENTUCKY.

BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF CORBIN, KENTUCKY, as follows:

SECTION 1: That Ordinance No. 6-83 at Section 3. General Qualifications of Applicants, Police and Fire Department Members: Qualifications: Examinations: Tenure pursuant to KRS 95.440, is hereby amended and shall read as follows:

  1. The legislative body shall require all applicants for appointments to be examined as to their qualifications for office, including their knowledge of the English language and the law and rules governing the duties of the position applied for.
  2. Each member of the police or fire department shall be a qualified voter in the county containing the city of employment, able to read, write and understand the English language, and have such other qualifications as may be prescribed. No person shall be appointed a member of the police or fire department unless he is a person of sobriety and integrity and is and has been an orderly, law-abiding citizen.
  3. Members of the police and fire departments qualified under this section shall hold their positions during good behavior, except that the legislative body may decrease the number of policemen or firemen as it may deem proper.
  4. If the legislative body decreases the number of policemen or firemen, the youngest members in point of service shall be the first to be released and returned to the eligible list of the department, there to advance according to the rules of the department.
  5. The Board of Commissioners shall authorize the hiring of new Police and Fire Department Members and thereafter the City Manager shall establish a date and time to conduct a written examination for eligible applicants in order to establish a hiring list of qualified applicants for Police and Fire Department Members and no applicant shall be permitted to take the examination at another date and time. The written examination test shall be administered by the City Clerk and applicants shall conform with generally accepted human resource testing standards. The test shall be scored by the City Clerk or an authorized representative independent from the department with the position opening. Only the applicants that score at least a 70% or greater on the examination shall qualify for the next step in the hiring process. Provided however. any applicant who is a Kentucky Pops certified officer (KRS 15.380, KRS 15.402. and KRS 95A.230) and who meets KLEC standards shall not be required to take the written examination and any applicant who is a Kentucky Fire Commission Firefighter at the paid level (KRS 95A.230) and who meets all requirements of the Kentucky Fire Commission or any other standards adopted by the Fire Department shall not be required to take the written examination. In addition, the certified applicants. both Police and Fire, as set forth above shall be eligible for priority ranking on the hiring list.

SECTION 2: All Ordinances or portions thereof in conflict with this Ordinance are hereby repealed.

SECTION 3: This Ordinance shall take effect upon passage and legal advertisement.
