PUBLIC NOTICE
The Housing Authority of Williamsburg has developed the Five-Year/Annual Agency Plans for Fiscal Years beginning 10/1/2025 through 10/1/2029 and Five-Year Capital Fund Program budgets in compliance with current HUD regulations. ORDINANCE NO. 2025-4
AN ORDINANCE OF THE CITY OF CORBIN, KENTUCKY, REDUCING THE VEHICULAR SPEED LIMIT FOR SOUTH KENTUCKY AVENUE/STREET FROM 19TH STREET TO 23RD STREET, AND SETTING FORTH THAT WHITLEY DISTRICT COURT SHALL HAVE JURISDICTION AND VENUE FOR ANY VIOLATION OF ORDINANCE.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF CORBIN, KENTUCKY, as follows:
SECTION 1. The maximum vehicular speed limit for the South Kentucky Avenue/Street, from 19th Street to 23rd Street, shall be 15 m.p.h.
SECTION 2. Whitley District Court shall have jurisdiction and venue to hear any violation of this Ordinance.
SECTION 3. The City Manager shall cause the proper signage to be placed at South Kentucky Avenue/Street and any other appropriate locations to notify and warn vehicular traffic of the aforesaid vehicular speed limit.
SECTION 4. All Ordinances in conflict herewith are hereby repealed.
SECTION 5. This Ordinance shall be effective upon passage and legal advertisement.

AN ORDINANCE OF THE CITY OF CORBIN, KENTUCKY, AMENDING ORDINANCE NO. 5-2012 ESTABLISHING REGULATIONS AND REQUIREMENTS FOR THE LICENSING AND OPERATION OF SIDEWALK CAFE ESTABLISHMENTS FOR THE SALE OF ALCOHOLIC BEVERAGES WITHIN THE CITY OF CORBIN, KENTUCKY.
BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF THE CITY OF CORBIN KENTUCKY AS FOLLOWS:
SECTION ONE. Ordinance No. 5-2012 known as the Alcohol Beverage Control Ordinance is hereby amended and shall read as follows:

SECTION 17 SIDEWALK CAFE.
(A) Outdoor alcoholic beverages shall be permitted only on premises licensed for sales of alcoholic beverages by the drink. Restaurants are required to have some type of temporary fencing or vegetation surrounding their outdoor area. All alcoholic drinks taken to outside sidewalk cafe must be served in glasses; no disposable drink ware will be permitted. Alcoholic drinks are not to be taken outside of the exterior designed dining area of said restaurant.
(B) The licensee shall be required to submit an application for review to the ABC Administrator. The City of Corbin Code Enforcement Officer and ABC Administrator will review the application and make an on-site inspection of the proposed area.
(C) No sidewalk cafe shall be permitted in any portion of the public sidewalk where normal pedestrian traffic flow is obstructed. A minimum clearance width of thirty-six (36) inches be maintained on the public sidewalk at all times. The sidewalk cafe shall not be permitted in any manner to obstruct the entrance/exit to the restaurant.
(D) The use of a portion of the public sidewalk as a sidewalk cafe shall not be an exclusive use. All public improvements, including but not limited to, trees, light poles, traffic signals, pull boxes or manholes, or any public initiated maintenance procedures, shall take precedence over said use of the public sidewalk at all times.
(E) The applicant must provide evidence of $1 Million dollars in general liability insurance including but not limited to liquor liability coverage with the city named as an additional insured under the policy and the applicant shall provide to the city a Certificate of Insurance in compliance therewith. Once the area proposed is approved by the Code Enforcement Officer the applicant must provide the ABC Administrator a copy of the general liability policy for the proposed area. This must be updated yearly to maintain agreement.
SECTION TWO. If any section, subsection, paragraph, sentence, clause, phrase, or a portion of this Ordinance is declared illegal or unconstitutional or otherwise invalid, such declaration shall not affect the remaining portions hereof.
SECTION THREE. All Ordinances or portions thereof in conflict herewith are hereby repealed.
SECTION FOUR. This Ordinance shall take effect upon two (2) readings, proper passage, and legal advertisement.

The proposed operation will disturb 16.90 surface acres and will underlie 990.3 acres and the total area within the permit boundary will be 1007.2 acres.
The proposed facility is approximately 1.5 miles southeast from Gatliff Road’s junction with KY Hwy. 904 and located 0.01 mile south of Bennetts Branch.
The proposed operation is located on the Saxton, KY U.S.G.S. 7½ minute quadrangle map. The surface area is owned by Penn Virginia Operating Co., LLC.

In accordance with KRS 350.055, notice is hereby given that Torchlight Energy, Inc 102 Fox Lane, Clinton, TN 37716 has applied for a permit for a surface coal mining and reclamation operation located 1.00 miles West of Rockholds in Whitley County. The proposed operation will add 29.80 acres of surface disturbance and will underlie an additional 30.00 acres making a total surface area of 59.80 acres within the permit boundary.
The proposed operation is approximately 0.53 miles west from KY 26’s junction with Kidd Road and located 0.10 miles north of a tributary of Idiot Branch.
The proposed operation is located on the Wofford U.S.G.S. 7 ½-minute quadrangle map. The surface and underground area to be disturbed is owned by Ralph Stanely. The operation will use the Highwall/Auger miner methods of surface mining.
