Shirley was born on April 26, 1938, in Mayking, KY to parents Dillard and Flora Runyon of Williamsburg, KY. Shirley went to school in Williamsburg, KY and graduated in 1956. Elaine Perkins Lipps, age 84, of Williamsburg, Ky., passed away Thursday March 19, 2026 at Williamsburg Health and Rehabilitation Center. She was born July 26, 1941 in Loyall, Ky. to the late Lee and Margaret Tuggle Lynch. Along with her parents, she was preceded in death by her brother, Robert Lynch; and her nephew James Taylor II.
